The Constitution of The Lifelong Language Learning SIG of The Japan Association for Language Teaching

Name
Article 1

The name of the organization is "Shogai Gogaku Gakushu Kenkyubukai" in Japanese and "The Lifelong Language Learning Special Interest Group" in English and its abbreviation is LLL SIG.

Affiliation
Article 2

The Lifelong Language Learning SIG is an affiliate of JALT (The Japan Association for Language Teaching).

Raison D'etre
Article 3

The term lifelong learning, although meaning learning throughout life, is adopted by the SIG as a term to mean post-compulsory education. In Japan, a growing number of young, middle-aged, and older adults are eager to study a second language as an element of their lifelong learning paths. This trend reflects the understanding that the learning of other languages helps lead to an enriched quality of life as students learn more about the world around them. It also reflects the aging population of Japan as it is now widely accepted that engagement in learning is known to prolong an active and healthy life. Therefore, a national organization is needed to provide resources and information for those teaching languages to adult learners of all ages. JALT, as a national organization of teachers, provides the umbrella under which the Lifelong Language Learning SIG may grow and flourish.

Purpose
Article 4

The Lifelong Language Learning SIG is a non-profit organization whose purposes are to foster research, hold forums, issue publications, cooperate with related SIGs, and engage in other activities for those interested in improving the quality of language teaching to adult learners of all ages.

Membership
Article 5

Individual voting membership shall be open to any JALT member upon payment of the annual membership fee currently set by JALT.

A LLL SIG member shall lose his/her membership in the following cases.

  1. Failure to renew the JALT membership upon expiry.
  2. Dismissal from membership.

If a member injures the reputation or acts against the purposes of LLL SIG, the Executive Board may dismiss the member from LLL SIG. If the Executive Board should dismiss a member for aforementioned reasons, the member shall be given the opportunity to speak at the Executive Board Meeting prior to the decision of the Board.

Annual General Meeting(AGM)
Article 6

The Lifelong Language Learning SIG shall hold the Annual General Meeting at the JALT International Conference. The time and place shall be announced to all Lifelong Language Learning SIG members at least one month in advance of the meeting. Members present at this meeting shall constitute a quorum. Each LLL SIG member shall have an equal voting right at the Annual General Meeting.

The following items shall be resolved at the Annual General Meeting:

  1. Appointment and dismissal of officers
  2. Business plan
  3. Budget for revenues and expenditures
  4. Business report
  5. Financial reports
  6. Amendment of the Articles of LLL SIG Constitution
  7. Other important issues concerning the administration of LLL SIG

Executive Board Meeting(EBM)
Article 7

The Executive Board shall be the chief policy-making body of LLL SIG. The Executive Board consists of officers. Each officer shall have an equal voting right at the Executive Board Meeting. All proposals and motions shall be approved by majority vote of the officers attending the meeting. In the event that voting cannot resolve the issue because the Executive Board members are equally divided on the issue, the Chairperson shall cast the deciding vote.

Executive Board Meeting(s) may be ordinary or extraordinary.

  1. The ordinary Executive Board Meeting shall be held at the JALT International Conference. At the Executive Board Meeting, officers present at this meeting shall constitute a quorum.
  2. An extraordinary Executive Board Meeting shall be held in the event of a LLL SIG Mini Conference being held. At the Executive Board Meeting at the LLL SIG Mini Conference, the attendance of four (4) core officers shall constitute a quorum."

Officers
Article 8

LLL SIG has the following types of officers.

  1. Core officers: Coordinator, Treasurer, Membership Chair, Program Chair, Publicity Chair
  2. Other officers.

Officers shall be elected and approved at the Annual General Meeting held at the JALT International Conference. The term of office shall be for one year. An officer shall begin his or her term of office immediately following the Annual General Meeting and perform his or her duties until the election at the following year's Annual General Meeting. However, reelection shall not be prohibited.

Remuneration
Article 9

  1. The Officer's expenses needed to perform his or her duties shall be reimbursed.
  2. The travel expenses and one-night hotel charges of core officers needed to attend the Executive Board Meeting at a LLL SIG Mini Conference shall be reimbursed.

Publication
Article 10

LLL SIG shall produce at least 3 publications including online version(s) per year.

Financial year
Article 11

LLL SIG's financial year shall begin on April 1st and end on March 31st.

Amendments
Article 12

Amendments to this Constitution must be proposed by at least three members of the Lifelong Language Learning SIG Executive Board or at least 5% of the Lifelong Language Learning SIG members.

The proposed amendment(s) must be ratified in a procedure clearly explained to all Lifelong Language Learning SIG members in writing and delivered online. The proposed amendment(s) must be ratified by two-thirds of the members voting online or at the Annual General Meeting, and will become effective immediately.

全国語学教育学会生涯語学学習研究部会定款

第１章 総 則
(名称）

第１条 この法人の名称は、日本語名で、生涯語学学習研究部会という。英語名 では、The Lifelong Language Learning Special Interest Groupといい、略称をLLL SIGとする。

(所属)
第2条　

生涯語学学習研究部会は全国語学教育学会に所属する団体である。

(存在理由)
第3条

生涯を通じて学ぶと言う意味の生涯学習という用語は、成人教育を意味する用語として本部会で採用されている。生涯学習の道のりの要件の一つとして、第二言語を熱心に勉強しようとする成人が日本ではますます増えている。生徒が自分をとりまく世界についてより多く学ぶので、この傾向は、他の言語を学習することが生活の質を豊かにするのに役立つという見方を反映している。学習に取り組むことは、活動的で健康な人生を延長するという認識が、今や大いに受け入れられているので、それはまた日本の高齢化社会を反映している。成人に言語を教えている人々のための知識や情報の供給源として、全国的な団体が必要とされている。教師の全国的な団体である全国語学教育学会の傘下で、生涯語学学習研究部会は発展し、繁栄するだろう。

(目的）
第４条

生涯語学学習研究部会は、成人学習者を対象とした語学教育の質を向上させることに関心を持つ者に対して、研究の促進、フォーラムの開催、出版物の発行、関連研究部会との協力およびその他の事業を行うことを目的とする非営利団体である。

(会員）
第５条　

規定の年会費を納めた全国語学教育学会の正会員はだれでも投票権を 有する個人会員になることができる。

会員が次の各号に該当する場合は、その資格を喪失する。

  1. 会員の有効期限が切れ、更新をしなかった場合。
  2. 除名されたとき。

会員が本部会の名誉を傷つけ、又は目的に反する行為をしたときは、執行 役員会の議決により、これを除名することができる。会員を除名しようと する場合は、議決の前に当該会員に弁明の機会を与えなければならない。

(総会）
第６条　

本部会は、全国語学教育学会の年次国際大会時に総会を開催する。日 時と場所は、開催日の少なくとも1ヶ月前までに全会員に通知されなければなら ない。総会に出席した会員をもって、総会の定足数とし、各正会員の表決権は 平等なものとする。

総会は、以下の事項について議決する。

  1. 役員の選任又は解任
  2. 事業計画
  3. 収支予算
  4. 事業報告
  5. 会計報告
  6. 定款の変更
  7. 本部会の運営に関するその他の重要問題

(執行役員会)
第７条　

執行役員会は、本部会の主な方針決定機関である。執行役員会は、役 員をもって構成する。執行役員会における各役員の表決権は平等なものとする。 すべての提案と動議は出席した役員の過半数をもって決し、可否同数のときは、 議長の決するところによる。

執行役員会は、通常執行役員会または臨時執行役員会とする。

  1. 通常執行役員会は、全国語学教育学会の年次国際大会時に開催される。通常執行役員会に出席した役員をもって、この役員会の定足数とする。
  2. 臨時執行役員会は本部会の研究発表大会時に開催される。臨時執行役員会に出席した４人の主要役員をもって、この役員会の定足数とする。

(役員)
第８条

本部会に、次の役員を置く。

  1. 主要役員: 　　部会代表、会計担当、会員担当、企画担当、広報担当
  2. その他の役員

役員は、全国語学教育学会の年次国際大会時に開催される総会において、選出 し、承認される。役員の任期は、１年とし、総会終了後直ちに始まる。役員は 次の総会での役員選挙時までその職務を行う。但し、再任を妨げない。

(代償)
第９条

  1. 役員には、その職務を執行するために要した費用を弁償することができる。
  2. 本部会の研究発表大会時に開催される臨時執行役員会に出席を要する主要役員には、その交通費及び一泊の宿泊費を弁償することができる。

(出版物)
第１０条　

本部会は、オンライン版を含め、少なくとも年３回の出版物を発行 しなければならない。

(会計年度）
第１１条　

本部会の会計年度は毎年４月１日に始まり、翌年の３月３１日に終 わるものとする。

(定款の変更)
第１２条　

この定款を変更しようとするときは、改正案は、本部会の役員会の 少なくても３名の役員もしくは少なくても５％の部会員によって提案されなけ ればならない。提案された改正案は、全会員にきちんとした書式で明確に説 明され、メールで通知される手続きを経て承認されなければならない。提案さ れた改正案は、オンラインの、または総会に出席した正会員の３分の２で承認 されなければならない。改正案は承認後直ちに有効となる。
